That can certainly lead to jail time.Yeah, why are you stealing people's checks?This will depend on if the traveler's cheque issuer, some issuer will have the cheque holder's name to prevent fraud But if you cash out someone else's check, it will consider fraud and could have charges against that will result in jail time.
